The first HELCOM ministerial meeting for five years will see the adoption of political declarations as part of efforts to implement the Marine Strategy Framework Directive. HELCOM's Baltic Sea Action Plan (BSAP) is an ambitious programme to restore the good ecological status of the Baltic marine environment by 2021.
